		<description><![CDATA[The Rays have made the playoffs 3 out of the last 4 years despite being on a division with two teams that have payrolls 3 to 4 times larger than theirs. It isn&#039;t really fair to Detroit because the Rays(and perhaps the Spurs in the NBA) play in embarrassingly unbalanced leagues, but it doesn&#039;t change the fact that they have overcome greater odds in putting together the rosters they have with the cash they have available.]]></description>
