It is a legitimate way to attempt to sign a player. If GMs don’t like it, push for its removal in the next CBA. If it survives this round of negotiations, then use it. The NHLPA sure could use the lack of offer sheets as evidence of potential collusion. If all the GMs “hate it” and refuse to use it, then it certainly might indicate a problem.
