This will be the best way for the province to fund the new arenas that will be required in both Calgary and Edmonton without directly giving the money to the owners. Redford was just re-elected a few weeks ago but she's considered a tax and spend politician and has even discussed bringing in a sales tax to the province...which won't go well, so there will be a lot of angry people if she just gives money to the teams.

The Alberta Sustainability Initiative isn't used for potholes and such instead it's used for big infrastructure projects like LRT expansion, rec centers and that sort of thing, I doubt either city will just give their teams that money, especially if they're already throwing in money to the project.

In Calgary the new arena will also have another dynamic (and source of money to build it) it's likely the new arena will be built in cooperation with the Calgary Stampede and be built on the Stampede grounds which is where both the Corral and Saddledome are.
