I’d assume based on that TBL will move quickly on Kubina. Do recall an episode where Garth Snow thought he had a deal with the Caps for Guerin, I think, and McPhee backed out leaving Snow in an awkward place with his then captain who had been held out in anticipation. McPhee’s name was removed from the Snow family Christmas card list according to unpublished reports.

The official Lightning twitter account posted that Kubina is being held off the ice and has been asked for a list of teams for which he'll waive his NTC (link - that's within a minute of Cristodero's post), I might be wrong but I am pretty sure that is unprecedented.
