The first step of the schedule making process is for each team to submit a list of available home dates, so that the NHL sched doesn’t conflict with the NBA, Concerts, or any other events at the arena. One would assume that the list of dates in Atlanta may not have been exactly the same as those in Winnipeg.

Also, the owner of the Jets has publicly said that Gary Bettman asked him what team he would like to have his home opener against.
