Thats ridiculous to think they sent him down for that reason. Think about how easy it would be to make sure he doesn’t play 25 minutes in a game, that is a lot of minutes for a forward.
They just didn’t want him up.

Per CapGeek.com, by sending Schenn to AHL, the Flyers are also cutting his cap hit almost in half. It will drop from $3.1mm to $1.75mm if he misses one game.
