I was going to make this comment as well. He was the king of makeup calls. I'm also slightly biased though, as I believe he officiated the first game I ever went to, which was Game 6 of the Flyers-Maple Leafs series in 1999, the infamous 1-0 game in which the Flyers were called for a phantom penalty with a minute left in regulation. The Leafs scored on the ensuing power play to win the game 1-0 and knock the Flyers out in the first round. The only consolation was that a fan nailed him square in the hair dome with a full beer as he was leaving the ice after the game.

He was well known for his "make-up calls" as well as his phantom game changers.
